Who we are
Plate & Title (“we”, “us”) is an independent information website about vehicle titles, registration and fees in the United States. It is operated by Yehor Panfilov, an independent publisher based in Ukraine. We are not a government agency. This policy explains how we handle information about people who visit plateandtitle.com.

The short version
- You do not need an account, and we do not ask you to fill in forms, pay us or give us personal details to read this site.
- Our hosting provider records basic technical data when your browser loads a page.
- We may show advertising provided by Google AdSense. Google and its partners can use cookies and similar technologies to show ads and measure them.
- Small preferences, such as ticks on a document checklist, are stored in your own browser. We never receive them.
- If you email us, we use your message to reply and to correct our pages.
Information we collect
Collected automatically
When you load a page, our hosting and security provider (Cloudflare) and, where ads are shown, Google receive technical information from your browser, such as your IP address, browser and device type, the page requested, the referring page, and the date and time. Google may also receive information about your interaction with ads.
Information you send us
If you email us, we receive your email address, your name if you give it, and the content of your message.

The site uses your browser’s local storage for the following. This data stays on your device and is not sent to us.

What we do not collect
We do not run user accounts, we do not collect payment information, and we do not knowingly ask for sensitive personal information. We do not ask visitors for their age.
How we use information
- To deliver, secure and maintain the site, and to prevent abuse.
- To show advertising that supports the site, and to measure and improve it.
- To answer messages and to check and correct our pages when you report a problem.
- To comply with the law and to protect our rights.
Cookies and advertising
We may show advertising through Google AdSense. Third-party vendors, including Google, use cookies to serve ads based on a user’s prior visits to this website or other websites. Google’s use of advertising cookies enables it and its partners to serve ads to users based on their visit to this site and other sites on the internet.
Google and its partners may set or read cookies, use web beacons, and collect IP addresses and other identifiers when ads are served. Google explains this at How Google uses information from sites or apps that use our services.
Your choices. You can turn off personalized advertising from Google in Google’s ad settings. You can also opt out of some other companies’ personalized advertising through aboutads.info, and you can block or delete cookies in your browser settings. If you turn off personalized ads you may still see ads, but they will not be based on your interests.
Visitors in the European Economic Area, the United Kingdom and Switzerland. When we show ads to visitors in these regions, we use a consent management platform certified by Google to ask for your consent before ad cookies or similar technologies are used, and you can change your choice at any time through the privacy settings link that tool provides.

We share information only with service providers that help us run the site, and with advertising partners as described above.

We do not sell your personal information for money. We may disclose information when the law requires it or to protect our rights and users.
Notice for US residents
Some US state laws, including California’s, give residents rights over their personal information. Whether or not a particular law applies to us, we will treat a verified request from a US resident as described here.

We do not collect sensitive personal information as defined by these laws, and we do not knowingly sell or share the personal information of anyone under 16.
Sale and sharing. We do not sell personal information for money. When Google ads are shown, Google may collect identifiers and internet activity to show ads based on your activity across sites. Some state laws call this “sharing” for cross-context behavioral advertising or “targeted advertising”. You can opt out through the settings above or by emailing us.
Your rights. You may ask us to tell you what personal information we hold about you, to delete it, or to correct it, and you may opt out of sharing for targeted advertising. We will not treat you differently for using these rights. Email privacy@plateandtitle.com from the address you used to contact us. We will respond within the time the law requires, generally 45 days. Because we do not keep accounts, we may not be able to link browsing data to you unless you give us identifiers, such as cookie IDs, that we can verify. You may use an authorized agent to make a request.
If we decline a request, you may be able to appeal by replying to our answer. You can also contact your state attorney general.
Notice for visitors in the EEA, the United Kingdom and Switzerland
For visitors in these regions, we are the controller of the personal information described above. We rely on these legal bases:
- Legitimate interests in running, securing and improving the site, and in answering messages.
- Consent for advertising cookies and similar technologies, which you can withdraw at any time.
- Legal obligation where the law requires us to keep or disclose information.
You have the right to access, correct, delete, restrict or object to our use of your personal information, to data portability, and to withdraw consent. To use these rights, email privacy@plateandtitle.com. You may also complain to your local data protection authority.
International transfers. We are based in Ukraine, and our service providers operate in the United States and other countries, so information may be transferred outside your country. Where the law requires safeguards for such transfers, we rely on those our providers offer, such as standard contractual clauses.
Ukrainian law
Because we are based in Ukraine, the Law of Ukraine on the Protection of Personal Data also applies to our handling of personal information. You may complain to the Ukrainian Parliament Commissioner for Human Rights.
Children
This site is written for adults and is not directed to children under 13. We do not knowingly collect personal information from children under 13. If you believe a child has sent us personal information, email privacy@plateandtitle.com and we will delete it.
How long we keep information
Technical data is kept by our providers under their own retention periods. We keep emails for as long as we need to answer them and to keep a record of corrections, and we delete them within 24 months after we finish. Local storage data stays on your device until you clear it.
Security and browser signals
We use reasonable measures to protect information, but no method of transmission or storage is completely secure. There is no common standard for “Do Not Track” browser signals, and our site does not respond to them. You can use browser controls and the opt-out tools above to limit tracking.
Changes to this policy
We may update this policy, for example if we add an analytics tool or a new advertising partner. The date at the top shows the latest update.
