PennDOT says registration fees include the cost of a standard plate for first-time issuance. Additional fees apply for specialty plates.

One-year and two-year registration

PennDOT says you may be eligible to renew for either a one-year or a two-year registration period. Both periods and the required fees are shown on your registration renewal form or on Form MV-70S. If the “2-yr. fee” block on your renewal form says “N/A”, your vehicle type is not eligible for a two-year renewal.

Sales tax when you buy the vehicle

The registration and title fees above are separate from sales tax. The Department of Revenue says the Pennsylvania sales tax rate is 6 percent, plus a 1 percent local tax in Allegheny County and a 2 percent local tax in Philadelphia, and that a use tax at the same rate is due when sales tax was not paid. Payment options depend on where you transact. At a PennDOT Driver License Center only payment cards, checks and money orders are accepted. Online, Visa, MasterCard, American Express and Discover are accepted.
